Toy High Striker Carnival Amusement Park Fair Circus win a Cigar or Cupie Doll

Toy High Striker, 15 inches tall. Needs paper with numbers recreated to look better. Also, to actually hit the striker up to the bell it would need a "See saw" made of wood or metal fashioned for at the bottom. Has some aging and a little bit of surface rust on the bell.
